1998 public input process
In 1998 the Udall Center for Studies in Public Policy was contracted by the
Commission for Environmental Cooperation (CEC) to construct and facilitate
a public input process for the Commission's expert report, Sustaining
and Enhancing Riparian Migratory Bird Habitat on the Upper San Pedro River.
The expert report reviewed existing knowledge and presented recommendations
for water management on the U.S. and Mexican portions of the San Pedro watershed
in southeastern Arizona and northeastern Sonora.
During the course of the public input process the Udall Center facilitated
numerous workshops and focus group meetings, and received comments from over
700 individuals, organizations, and agencies from both inside and outside
the basin. The
Public Input Digest for the Upper San Pedro River summarizes the
input process and feedback on the draft expert report. The public input showed
several major themes:
Detailed notes of the focus group meetings and workshop discussions, as well as all written comment received, are available in an Appendix to the Public Input Digest that is available at the Udall Center library.
The Udall Center's public input process focused only on the U.S. side of the Upper San Pedro River Basin. A separate process was conducted on the Mexican side of the basin and are available in a separate document from the CEC. The CEC's final report, Ribbon of Life: An Agenda for Preserving Transboundary Migratory Bird Habitat on the Upper San Pedro River was published in June 1999.
